The first step is replacing the additions/substractions with S and T transforms. After you did all that, rewriting the rotations so they are closer to 0 degrees than +/- 90 degrees.

The last step for me was normalizing between the 2 rotations and the butterfly.

c0 = (a + b + c + d + 1) >> 1
c1 = (a - b + c - d) >> 1
c2 = (a + b - c - d) >> 1
c3 = (a - b - c + d) >> 1

The reverse is the same.

Cascaded with a reordering of the coefficients so that the frequency 2 coefficients are above or to the left of the frequency 3 coefficients.
