New commit today that consolidates checking incoming (from polled server) for header issues. If the article fails the tests, it is not spooled.

Currently, there is one new additional test, but the plan is that now it is in it's own function, so will be easier to add tests as necessary in the future. I will be moving existing tests to this function as time goes on.

This is not spam filtering, this is header checks to verify there are not conflicts or issues in the headers.
