Yes, that's pretty much the definition:

The Frame of Reference UID (0020,0052) shall be used to uniquely identify a Frame of Reference for a Series. Each Series shall have a single Frame of Reference UID. However, multiple Series within a Study may share a Frame of Reference UID. All images in a Series that share the same Frame of Reference UID shall be spatially related to each other.

It might be worth adding that a frame of reference can
be translated into another frame of reference by means
of a spatial registration file (Modality = REG). This
is often done when there are two or more image series,
e.g. CT and MR, for the same patient, and you need to
superimpose one on the other.

REG files contain both frames of reference UIDs and the
information required for translation.

Another common use is to register a CBCT to an RTPLAN.
