* include/hbdefs.h
+ Added comments questioning our implementation of HB_SIZE (and variants)
+ Added typedefs for HB_OFFSET and HB_SIGNED_SIZE with comments explaining their purpose
* source/rtl/substr.c
* Replaces HB_ISIZ with HB_OFFSET and HB_SIGNED_SIZE to examplify the usage of these new types
* Added comments explaining each code block
+ Added support for negative length to signify ENDPOS as number of characters from the end of the string
* tests/Makefile
* Modified to have explicit rule for .c files and adding Echo to show each step1
+ tests/make_drw.sh
+ New wrapper for make_gnu.sh including usage of C_USR and L_USR
+ tests/tstsubstr.prg
+ New sample/test of SUBSTR() with few variations including the new support for negative length to signify
ENDPOS as number of characters from the end of the string
