I've had some luck recently using MS-DOS 7.1. FreeDOS does have some game compatibility issues (relatively few, FWIW) which makes me still prefer MS-DOS. That said, MS-DOS 7.1 can be yanked out of Win98SE install media, and it's basically MS-DOS 6.22 with a few extras, in particular FAT32 support.

What exactly is MS-DOS 7.1? The last official standalone release Microsoft made of MS-DOS was 6.22. Would 7.1 be the DOS layer included with Windows 98 or something?

you can make a boot disk and make sure it has format and fdisk on it.
format with /s and it will be dos 7

Some of the utilities that came with prior versions of DOS were no longer
available with the DOS 7.x versions that ran under Win9x.

Many of them were replaced with Windows utilities, which doesn't help if
you are trying to run a DOS 7.x system without Windows.
