Those are (most likely) UTF-8 encoded apostrophes. It sounds like the message wasn't MIME-encoded maybe? Or whatever you're using to view the message is doing something wrong with MIME-encoded messages? Or there's a bug in smblib?

More information, like a dump of all the message headers, or the original full message source dumped using smbutil, would be helpful.
