I am thinking about buying a 2nd generation ryzen processor since it would be supported by Windows 11, is buying a used cpu a risky choice?

i would only buy it from a friend. you dont know how it was handled or treated. some jerkwad could have tried to overclock it and maybe ran it without a heatsink. or he touched it and got his oil on it.

Not really risky, the R5-3600 is a decent performer and noticeably
faster depending on what you're coming from... I had used an R6-3600 as
a placeholder for a system while waiting for a 3950X and it was
significantly faster than my older I7-4790K at that point.

If you're thinking of something higher, an R5-5600 is roughly equal to
an R7-3700x in performance, so depending on price, you may be better
with current gen. I would suggest getting an X570 series motherboard
regardless, as the chipset and compatibility has improved a lot.

Depends. Generally replacing a motherboard may cause a recent
registration to fail. I haven't had much issue though... You can create
Windows 10 or 11 USB installer from Microsoft, install fresh and use a
CD Key from Windows 7 or newer. If you aren't using Pro, and have a
desire to use virtualization, You may want to look at the under $20 keys
from a gray market reseller... I've used a couple, and didn't have issues.

I would try your old key first though...

There used to be a telephone activation option you could use when you failed
the validation and needed to activate after the upgrade threshold had been
passed.
