I was wondering, is it possible to send an ID.MSG file in place of a .REP file? If not, whats a portable way to make a one-file zip archive in c?

No. I could possibly add that as a feature, but it would be very proprietary to Synchronet (don't expect that to work on any other BBS software).

I'd use libarchive (that's what I use in sbbs) or libzip or info-zip.
