One of two things comes to mind:

1) It's an adapter to communicate with -- what I'm assuming to be -- a
System/36 or a System/38.
2) A CPU emulator for a System/36 / System/38 in the spirit of the
S/370 / S/390(-E) CPU / emulator boards.

I'd bet on #1 by looking at the picture. But the adapter makes me think
#2. Unless it's terminal emulation which would be in line with #1.

It's a 5250 emulation adapter - The long version is multi-session (you could display all four in a quadrant or switch between sessions with hotkeys - it also works with the System/34 and AS/400). I've got one tucked away here somewhere that is NIB bought a couple of decades ago - along with the short microchannel version (it's almost just a single silver chip on the adapter) that is the conventional single session.

There's an auction of the proprietary twin-ax expansion adapters for the 5494 units too...
