not show the file in Documents. Had to copy it to Desktop first.

"Documents" is a special folder, and FF might iterate thru its files in a
different way "file explorer" does (not following redirections the same
way).

Than again, its possible that when you used FF to look in the "documents"
folder you where looking at a different one than what "file explorer" was
looking in (and you copied it from) ...

Firefox's "Import Bookmarks from HTML" lets me go to any folder on
any of my hard drives where I can select the HTML file to import.

I get nothing more than a short list and I have 91 entries. The only
thing I did was Tuesday updates. Turned that machine off and will
check again in the next couple of days.

That sounds like you may be using "Restore", not "Import Bookmarks
from HTML".

"Restore" offers you a short list of backups. The backups are in
JSON format (not HTML), in the "bookmarkbackups" sub-folder of your
Firefox profile folder.

"Import Bookmarks from HTML" gives me a normal ‘Open File’ type of
pop-up where I can navigate anywhere on my computer to select an
HTML file.

Possibly because history shows that kicking the side of a malfunctioning
device frequently effects repair and rarely makes things worse.

For both the "what" and the "where", read this in Firefox support:

"Profiles - Where Firefox stores your bookmarks, passwords and other user data"

To followup from what Frank wrote, re-installing the
*program* is unlikely to fix corrupted user *data*.
