I have a "kit" booklet that compiles just fine with pdflatex
(texlive-latex-base 2021.20220204-1 under Ubuntu 22.04) as a "standard" 8.5x11
document, but I want to "shrink" it to a 4.25x5.5 booklet that I can print as
4 page "signatures" on 8.5x11 paper, using a duplexing laser printer. This is
*presumably* something that the booklet style (version number v0.7b, last
revised 2009/09/02) can do, but I am having a hard time getting it to work.

My document preamble looks like this:

\documentclass[12pt,twoside,letterpaper]{article}
\usepackage{graphicx}
\usepackage{mathptm}
\usepackage{times}
\usepackage{makeidx}
\usepackage{ifpdf}
\usepackage{footmisc}
\ifpdf
\usepackage[pdftex,
pagebackref=true,
colorlinks=true,
linkcolor=blue,
unicode
]{hyperref}
\else
\usepackage[ps2pdf,
pagebackref=true,
colorlinks=true,
linkcolor=blue,
unicode
]{hyperref}
\usepackage{pspicture}
\fi
\usepackage{url}
\usepackage[print]{booklet}
\pagespersignature{4} % 4 pages per signature
\target{\magstepminus1}{11in}{8.5in}
\pagestyle{headings}
\makeindex
\emergencystretch=50pt
\setcounter{tocdepth}{3}
\setcounter{secnumdepth}{3}
\title{ESP32 T7S3 MultiFunctionUniversalTurnout Kit Instructions}
\author{Robert Heller \\ The Country Robot \\ Wendell, MA, USA}
\date{\today}
%\special{landscape}
\begin{document}

And does print the pages 4 up side by side, but on portrait oriented paper.
It does not rotate the pages (or use a landscape bounding box).

What am I missing?

I found an alternitive solution here:
https://tex.stackexchange.com/questions/26669/printing-a-book
(using the pdfpages style).

This is something your PDF viewer's printer driver ought to be able to
do all on its own without changing the PDF.

Any. Allit has to do is provide access to the printer driver. That's
whatdoes the heavy lifting. At least my drivers for my printers do.
