I'd like to use callouts (labels with arrows) on some code listings, but
it appears that the callouts package doesn't handle the lstlisting
environment from the listings package.

Are there other options short of creating an image for every listing?

The tikzmark package has an additional library to support listings.
There is a small example in the manual. And maybe this[1] answer is
helpful as well.

In the process I discovered that using \lstinputlisting{filename} *is*
accepted by the callouts package.
