`changelog` has been reimplemented in expl3/l3kernel syntax and
several new customization points have been added.

Custom changelog sections can now be added with `\newchangelogsection`
and extra "YANKED"-like remarks can be added with the `version`
environment's new `remark` and `remarks` keys.
