no problems here, I have in miktex
Package: biblatex 2022/07/12 v3.18b programmable bibliographies

Always update in the console in user *and* admin mode.

By "update" do you mean MiKTeX's "Refresh FNDB"? Or something else?

In this general advice, or just for biber/biblatex?

If you have a multiuser installation, you can run the update manager
in user mode (and update the user texmf tree) or in admin mode
(which updates the general tree).

General advice for multiuser installation: If you use on-the-fly
installation you typically end with some packages in the admin tree
and some in the user tree and if you don't maintain and update both
trees they get out of sync.

Even deinstallation of bibLaTeX and reinstallation didn't help (in the
console, of course). Where is that "bibLaTeX control file version 3.7"?

In which mode did you use the console? Did you check the state in
the other one? Did you check from where the outdated biblatex is
loaded by looking in the log?

it is the bcf that is created when you compile a document.

I used to have MikTeX installed in user mode, as suggested. I
reinstalled it in admin-mode, in the hope that that might change things.
No such luck. I have now replaced it with TeX live, that solved the
problem.
