Here is a summary:
* Improved Punjabi, thanks to Arvinder Singh (@punjab).
* Compatibility with 'lscape', thanks to Salim Bou (@seloumi).
* New locale files: Kaingang, Nheengatu, Sardinian.
* Better handling of `leqno` with `amsmath`.
* Fixes:
- Wrong date format for Australian in babel-en-AU.ini (#195)
- Option handling was broken with braces (#198)
- Stray punctuation with tikz lead to lua error (#197)
- Hungarian as a secondary language reordered some captions (#203).

I have used babel on and off for many years, and it has worked well for
my simple requirements.

I just needed to print a word in Ukrainian, and successfully used
Polyglossia just for a change.

Is there a document or web page (apart from the package PDFs) which
compares the two solutions and identifies any differences?

There are many differences. The following page may help:

Here is an example with a single word in Ukranian, with
either xetex or luatex:

\documentclass{article}

\usepackage[english]{babel}
\babelfont{rm}{FreeSerif}

\begin{document}

English \foreignlanguage{ukrainian}{українська} English.

\end{document}

An obvious difference is babel doesn’t require declaring
explicitly all languages.
