I think I recall recently seeing a package that installed from a .dtx
file WITHOUT the use of a .ins file.

Is this true, or is my memory playing tricks?

If true, is this the result of an update to DOCTeX?

You remember correctly. See dtxtut (https://www.ctan.org/pkg/dtxtut),
Section 5.2, "Single-file package distributions".
