My keeper file on this has pretty pictures, but since this

How to create a Windows 11 offline account during installation:

1) when the installer gets to the point called “Let’s add your Microsoft
account”, scroll the box down and select “Sign-in options”

2) The installer will them pop up a number of options. Select “Offline
account”:

3) the installer will move to a box called “What is a Microsoft
account”. Select “Skip for now”
