In a LaTeX document I defined a title and an author with:
\title{Document Title}
\author{Cecil Westerhof}

When I use pdflatex to generate a pdf and look by properties title and
author are empty.
What am I doing wrong?

You have to use \maketitle after defining the title and author.

The reason is that many document classes (templates) have LOTS of other
stuff for the title page, like multiple dates, funding agencies,
corporate logos, contributors, etc. LaTeX has no way of knowing that
you haven't yet finished giving the information, so it relies on YOU to
tell it that it's complete and you should make the title.

If you're talking about the hidden PDF metadata, that is best done with
the hyperref package, see

if you mean the pdf properties: you need to load hyperref. It will
fill the Info dictionary.

That's pretty cool. I never even knew about PDF metadata, but
this is going into my template.

A followup question, if nobody minds:

For years, my template has included
\title{A nice title}
\author{My name}

Then, a few lines further down, I have
\lhead{A nice title}
\rhead{My name}

Is there any way to get \lhead and \rhead to take their values
from \title and \author? I'm against entering the same information
in multiple places when possible.

It's not exactly what you're asking, but it should give the same
results (and does on my system) and is just as simple:

\newcommand{\myname}{John Smith}
\newcommand{\mytitle}{A Test}

....

\title{\mytitle}
\author{\myname}

....

\lhead{\mytitle}
\rhead{\myname}

Don't forget the hyperref metadata. The main reason I use that technique
is, that it keeps all that stuff in one compact block right above
\begin{document}. Right next to it I call or comment out predifined
makros like \compacttitle or \longtitle or similar.
