I don't understand that question. If you just set a filter to "any
sender from freds.com," it has nothing to do with tom@tom.com so
there's no need to add a "but not" to your filter,

You set a high priority filter to keep tom. Then you set a low
priority filter to delete (or mark read or whatever you want) to deal
with the others.

I think I better explain in more detail

1.....make a folder and call it "test"

2....make a filter and put " any sender from freds.com" and put them in the "test folder"

3....no problem that works fine

4....Now the problem is on that same filter I want to say I do NOT WANT tom@freds.com to be put
in that folder but all others can

I hope I have made my self clear this time
