I'm trying save certain cookies from being cleared by Vivaldi on
closing. I cannot find such a setting in the mess of settings
provided.

Any Vivaldi users have an answer?

There is "Allow" or "Deny", there is no "Keep"
(no marking a cookie for Keepage).

And deleting cookies one at a time, is not a way to manage it.

This is to give you some idea, where your Cookies live, and how you can
store the file as text.

The Cookies.txt is a recipe on "how to make Cookies binary file again while
using sqlite3.exe". It's the textual recipe on how to build the database.

This is the contents of Cookies.txt showing one cookie formatted for easier reading.
Some of the other cookies are smaller than this, in terms of bytes of storage.
I was expecting vimeo.com to be encoded as a "magic integer", and using the
domain string like this, I was not expecting such transparency in the db.

The INSERT INTO cookies would be a way of adding a cookie
back, but then look at the folder again.

So it would appear amenable to edits, after a fashion.

You would need to issue commands to sqlite3, one at a time, and
a script file (sqlite3 will read a script), could be used to do it.

The encrypted blob, would not include the encryption used
by the originating website. So even with the blob protection
removed, it does not imply human-accessibility. A hint as
to encryption handling is here, but this is past my pay scale.

There is an sqlite browser. But perhaps, just like my example
above, not a preferred tool for end-users particularly.
While I've used this tool, and put an sqlite file back into
service, I have not extensively tested this for the damage it could do.
When an sqlite database has a lot of fields, the display can be
very wide and unwieldy.

Sorry to have put you through all that writing, much of which I have
left out of this answer.

I've decided to just allow all cookies and let the browser dump them
after the session.

There was only one I wanted saved from being dumped. it was my bank
account. Without any cookie saved, I have to log in and have them
setup a new cookie deal for me through texting. However, after
thinking it over, I guess that amounts to double authentication, and
that is really the way to go when accessing bank dealings.
