I finally succeeded.
I am disgusted with the knowledge of ISP's telephone support staff as I was told
that POP3 could not be used or that they never heard of pop or smtp.

Based on Ralph's advice I had made an APP password for gMail with Sympatico and
now looked at

Searching around I found

Shockingly the Rogers support staff, even after elevating, was not aware of
that.
It also appears that the Sympatico server, which is Hotmail since 2006
(pophm/smtphm), is now only IMAP. Presumably that is why I could not even log
in on their webmail while they "were working on it" for a day and a half.
