How can I see a list of ALL cookies, where I can sort them by domain or
by expiration date? Data Manager seems to display only the cookies for
the domain of the current Web page.

Consider:
* Most state mandate that drivers have liability insurance.
* Employers are mandated to have worker's compensation insurance.
* If you live in a flood zone, flood insurance is mandatory.
* If your home has a mortgage, fire insurance is mandatory.

Why then is mandatory health insurance so bad??

I learnt that even though I have ticked to clear Cookies when closing, I
still had one cookie in Cookie Manager's list.

Nope! The above launches Data Manager, which only lists the cookies for
the current Web site.

David, when you go to the location Barry provided, do you get a listing
of all the web-sites for which you have 'Cookies', 'Permissions',
'Preferences', 'Passwords' and/or 'Storage' set??

Those five tabs show above the right hand part of the screen.

Some/most sites will only have some of those tabs selectable.

Try opening:
chrome://communicator/content/permissions/cookieViewer.xul

Here the expiration date was not visible by default, but it can be added
to the view (using the toggle on the top right corner of the list), and
then used for sorting too.

The Data Manager shows a list of domains in the left panel, and shows
data for the selected domain in the main area to the right. To only
show the domains with cookies set, change the "All data types" dropdown
at the top of the left panel to "Cookies only". The left panel will
then list all the domains with cookies set, and only those domains.

I apologize if anyone else has already done this, I tried to play with
PrefBar and create a button for this, so I'm sharing it here in case
there isn't such a button already.

This is basically based on prefbarOpenPrefs() from PrefBar
(prefbarOverlay.js [1]) and I adjusted the openDialog() call to be like
the one in bug 476274 [2]).

Aha! Yes, that is it.

Now, I want to figure out how to launch that from bookmarks.html or from
a PrefBar button. In the meantime, I can copy it from bookmarks.html
and "Paste and Go" on SeaMonkey's menu bar.
