If those are 32 bit, Win 7 will run them.

Maybe DosBox. https://www.dosbox.com/ Not sure it has what is required
for running VB apps though.

Can you not get a 32 (or 64) bit version of Visual Basic - or are the
various levels of VB not backwards-compatible? (Don't know about QB.)

You'll need 32-bit Windows. You'll also need the VB3 runtime.
I don't know the name of it offhand. They get pre-installed,
but VB3 is so old it's probably not pre-installed. I just looked
in my XP system folder. I have msvbvm50.dll and msvbvm60.dll,
which are the VB5 and 6 runtimes. I don't see anything that
looks like a VB3 runtime. That's probably about Win3 era. (VB6
came out in '98.)

I use a 32 bit version of Windows 7, and I have no issue with any old 16
bit programs.

Yes it will! I've been running a 16-bit VB3 program on 32-bit Windows 7 for years.
It's the only reason I'm still running a second W7 machine here.

You may need several .VBX files as well as the main VB3 vbrun300.dll plus ones for
the graphics server (gsw.dll and gsw.exe) and possible one for DAO as well if
you're accessing a Jet database.
From hazy memory, the ones for the controls are grid.vbx, tabbed.vbx, threed.vbx,
cmdialog.vbx, graph.vbx, msmasked.vbx and picclip.vbx, but there may be more.
None of them are installed with the OS under W7 (or XP for that matter!)

If you have Windows 7 Pro or Windows 7 Ultimate, you can
set up "WinXP Mode" which installs a pre-boiled .vhd with
Windows XP x32 in it, and you can try running the 16 bit
stuff there.

The WinXP Mode consists of the following:

Windows Virtual PC installer package (around 16MB or so)

WinXP Mode VHD and installer (500MB+)

There are two packages to download, to make it work.

It provides rootless virtualized program windows on the
Windows 7 desktop. The WinXP Notepad can appear alongside
the Windows 7 Notepad, and they would look relatively
the same, even though each has a different execution
environment.

I have that set up on the Windows 7 I'm typing on, except
it's unhooked, and I might have to go looking through
backup images to find inspiration for how to hook it up
again. I have the .vmcx file, but I appear to be missing
the .vmc file. The .vhd for it is present.

The WinXP Mode is only for people who do not regularly
run other virtualization software, such as VirtualBox.
With ordinary hypervisors, you can't run more than one
Hosting software at a time. It's only with things like
Hyper-V ("inverted" hypervisor) and VirtualBox 6, you
can run nested VMs, and then of course, the
Windows Virtual PC won't install on anything other than
Windows 7. And Windows 7 doesn't have Hyper-V or the like.

You can install Windows Virtual PC on any Windows 7 SKU.
But if you expect WinXP Mode package to install, that
only installs on Professional or Ultimate, and won't
install on Home Premium. And it's all because of that
blasted license key, and making sure people have
(in effect) paid for a license. W7 Professional is
more expensive than Home Premium, and that's how/why
a license key is provided inside WinXP Mode.

I am running most of my old 16 bit programs in DOSBOX. You can also
load W/3.1 up in DOSBOX. There are a few things that don't work. It
will not recognize ANSI.SYS so if you need that you are out of luck
and I haven't found any printer support yet. Maybe if you had an old
style printer that takes standard Epson commands on a parallel port it
might work. I don't think it even sees the USB ports or has network
support. I usually just save the files I create on disk and open them
in W/7 to print them.
If I am really that serious about something I just point BIOS to my
DOS 6.3 with W/3.1 drive and boot it. Then I have print to disk
software that snags any printer call and writes it as a text file or
assign the printer to my WinFax program and save graphics as a TIF.
That last scheme works with 2 old CAD programs I like.

I had trouble with some of my old 16 bit apps on XP too. (dBase IV for
one) I don't remember exactly what the issue was but I seem to
remember it had to do with direct disk access. DOSBOX is not bothered
by that since the drive itself is a figment of the software's
imagination, not a windows resource.

A 64bit Windows OS can run 64bit and 32bit apps.
A 32bit Windows OS can run 32bit and 16bit apps.

So your first thing to figure out is whether your Win7 is 32bit or 64bit.
If 64bit, you'll need to provide some sort of virtualized environment
wherein you'll run a 32bit Windows OS, such as XP, for example. If your
Win7 is 32bit, you may still need to provide a virtual environment, but
it's worth a try to run your apps directly, after installing the required
support files, of course.

I use VMware to provide a virtual environment, but there are other options.

I use DOSBox-X. It has built in ANSI support.

I've evaluated DOSBox (the official), DOSBox ECE, DOSBox ES, and DOSBox-X.
IMO, DOSBox-X is best in overall.

Guess what, though... The Windows XP Mode package has been pulled off from
MS site. Good thing I've downloaded it before it happens. But the package
can still be download from Internet Archive. (longURL warning)

Big download warning [470 MB] (-: [If I'd known I'd have thought twice,

(Interesting - though not surprising - that the N versions aren't
popular. Well, weren't. And that someone - in this case the EU -
recognised that MS have a near-monopoly position [and a tendency to
abuse it, even if unintentionally].)

Well I wish you'd just tell me, rather than trying to engage my enthusiasm,
because I haven't got one. (Marvin; first series, fit the fifth.)

I use DosBox and Virtual Box running Windows XP (no internet connection). I
have DOS program that I use for construction estimates that I completed in
1993. I have to run this program on a partition no larger than 512 Megs and
I use DosBox on a Windows 10 Pro 64bit computer. Probably because back in
those days we use to write some of the code in assembly to try and speed
things up.

I will have to try that. Regular DOSBOX spits out a prompt command to
remap keys for example.

Thanks all for responses.

I believe Wndows 7 machine is 32 bit.
How can I tell ?

Programs are finished executables.

I have BRUN45.EXE and VBRUN300.DLL,
but not the detailed programs source code.

I have Visual Basic 6 and lots of functional
software developed therein.

Control Panel | System - or, easier, Windows key plus Pause key. Second
section down is "System"; fourth line in there says on mine "System
type@ 32-bit Operating System".

I installed VirtualBox and loaded my previous WinXP version as a virtual
machine, see more:
https://www.oracle.com/virtualization/virtualbox/

Runs 16 bit apps swimmingly. It even runs AfterDark Disney version.
