I noticed that Seamonkey was using much cpu, the fan was going loudly. I
have javascript disabled so thought it strange, and narrowed it down to
this page:

https://www.zdnet.com/article/twitter-to-put-new-restrictions-on-free-users-and-makes-a-risky-bet-on-its-future/

You have to disable javascript to see it but if you scroll down you see
an animated line in yellow repeating itself. Is it possible to disable
animations like this?

Or depends on video driver. Here, using a VBE driver, it peaks one core
at 100%.
Can't see a simple way to block the yellow line.

Don't know how much good this will do but you can temporarily delete the
line. Right click on it, click html, inspect element, delete the node.

But which exact site causes the problem, 'zdnet' or 'twitter'?

If it's an animation (that doesn't need JavaScript), what exact type of
element is it (e.g. animated gif)?

A good way to test it, would be to extract the small chunk of code that
causes the animation, then put it into a web page, and browse to it, and
prove that it's using 100% of whatever.

If it can be proven, it would basically be a denial of service vector
against Seamonkey (and maybe other browsers).

It happens with firefox ESR too.

Maybe this bug:

Yes, it looks like poeple are aware of it.
They have opened this (more recent?) one:
