L1 and L2 are length estimates, so an answerer can
determine whether your request is actually going
to work for you. USB2 had long cables, the others
are less so (don't know the answer either).

Powered hubs do not always come with strong enough
power supplies. For example, if you were running
four 2.5" hard drives, some of the adapters might
not have sufficient power for that. You might
buy a seven port hub, to get enough power for
four hard drives, that sort of thing. (In other
words, check there is enough power, don't assume
there is enough power.)

If you were running USB3 to four BRIO USB3 webcams
in the back yard, that could be particularly tough to do.
In that respect, the higher standards are deceiving.
They work best, right next to you. You might need
a media change (run signals on fiber optic cables)
to get to the back yard.

USB2 = 5 meters
USB3 = 3 meters

7 hubs in series max, minus two hubs already in usage,
leaves 5 hubs for the user to use.

USB2 = 98 feet (bunch of hubs in series)
USB3 = 59 feet (bunch of hubs in series)

It is backward compatibility with USB2 that
continues to carry the precise timing limitation
of USB2 reach budget.
