Firefox tor browser is taking two connect attempts almost every time - why?

Windows 10 Pro
Tor Firefox 12.0.7 (based on Mozilla Firefox 102.12.0esr) (64-bit)

Any debugging ideas?

Settings > Connections > Quickstart (all default, set to manual)
Settings > Connections > Test (works fine)
Settings > Connections > Bridges (all default, none set)
Settings > Connections > Advanced (all default, no proxy, no port)
Settings > Connections > Advanced > View the Tor logs (no error)

Your computer's system clock must be set correctly, or Tor will not be able

That was it! It's easily reproduced once you know what to look for.

There's something wrong on the first attempt with the firefox mozilla tor
browser when your system clock is off kilter that fixes itself on the
second connect attempt every time.

But what?
