Apps load to slow. Execute too slow.
Comparing with Win XP Lenovo T500 laptop or others.

Replaced HDD with Samsung SSD

What are you running for an AV ?

Load times, with Windows Defender on Win10, can be
a bit slow, because it is constantly scanning. Previous
versions weren't quite as bad for that. This is why,
if I run hashdeep64 (to compute MD5 on all files for
TripWire determination), it runs at 1/8th of the
proper speed. And this can be blamed on all the
files having to "go through" Windows Defender.

The Windows Defender on each version of Windows is
different, so I won't try and compare them all.

Of the info you present:

SSD can be SATA III, some PCH on the machines (like
my laptop) are SATA II. This limits the read rate to
300MB/sec. Since most of the gain on C: is from
seek time, the speed metric is relatively unimportant
(except when you're benchmarking with your friends).

Weird. So your 6.3 is anomalous, and
suggests the issue is "equivalent to a seek
time problem". Which could be an AV effect, or
it could be that Samsung caching driver you installed.

I don't particularly blame the hardware. If the laptop
doesn't have good cooling for the CPU, the CPU can
throttle and executes NOPs to cool off, instead
of running the code you want it to run. Well designed
computers, always have sufficient cooling for the
max computing load.

It looks like something is interfering with
storage, and that could be your AV doing that.

I don't know what we'd consider a "good loading benchmark".
It would be very hard to bench that. Before doing a load
benchmark, you'd have to reboot the computer before the
run. Using procmon and recording the session, would at
least give an opportunity to log both the OS response
and the application response. Using a stopwatch can
be a bit deceptive (in the case of Firefox, maybe
it's not really ready to accept URL input when it
first appears). But sooner or later, we're going to
need that bench, for Windows 11 slowdowns.

As Paul said, what about AV? Also check for pre-loading
software and excessive services. What's using 4.3 GB RAM?
You can try Process Explorer, too, to see what's running
and what those things are loading. Avoid .Net software
if possible. Avoid Java. Check whether you're allowing
anything to go online. A lot of crap tries to do that. Skype,
for example. Many programs that want to auto-update.
I once found that someone who had installed iTunes on Windows
had *three* different programs set to run at startup by
Apple's installer. You can check all that with Autoruns.

I have a .Net display program from
ATI on my XP. It takes several seconds to load! Yet everything
else is instant... Almost... PSP 16 and Libre Office are both
pigs. Firefox is fast but takes maybe 3 seconds to load.
Unfortunately, a lot of software these days is being written
in the form of crazy-bloated wrappers such as .Net, Python,
etc. Python crap has become an epidemic, typically wrapping
things like Qt libraries. It's multiple layers of wrappers so
that people won't have to understand the specific API on
the OS they're targetting... Not much better than javascript.

I've got Win7 that I think is on single core CPU. A Dell. It's very
zippy once it loads. But on all of those systems I strip down
services, remove crap that wants to run at startup, and
never use AV. Only firewall software.

If you really want AV you might look at the settings. The
defaults are crazy, typically scanning every file you touch. If
you scan at boot and scan downloads, all that other scanning
is wasteful.

What is going on?
I found I had updates to Windows and installed but a few failed.
The video driver install failed. I tried a second time and all that
failed before failed again.

After the updates that were successful installed, the laptop sped up
considerably. Seems like it is as fast as it should be, as a guess.

It's pretty hard to guess what your actions
changed on the machine. If the Windows Update is broken,
it doesn't necessarily fix itself.

Your video driver is a possible candidate. Maybe something
reloaded when the driver attempt rolled back. But a better
question would be, why isn't a "proper driver" installing ?
Your graphics are something like Intel HD 4600. I don't think
the machine has two GPUs, but the power adapter they
typically provide with it (90W), is certainly a hint that
some models in the line, could be equipped that way. There
are some numbers that come after the letter "A" in the model
number, which may help narrow down what hardware is included.

In any case, the video driver is a puzzler. Maybe the old driver
is refusing to uninstall or something. Or maybe the files needed
to uninstall the old driver, got deleted at some point. A person
could do a Repair Install, as long as there aren't more symptoms
you haven't told us about. But that's also a lot of work, to patch
Windows 7 back up to fully loaded again. You get to keep your
personal files and Programs, but have to redo all the Windows Updates.

To do a Repair Install, it's likely you would need the license key
off the COA sticker on the laptop. Some products, the COA sticker
is in the battery bay, to protect it from scratches. The Microsoft
COA does not resist scratches all that well.

And before doing major surgery on the machine, it's a good idea
to do a full backup, just in case. The backup should be stored
outside the laptop (external drive, NAS).

If some hardware was producing an interrupt storm, Process Explorer
can show the interrupt counts. For example, if you alt-tab out of a
3D game, there will be 2000 interrupts per second coming from the
video card. The limit for a hardware device, is somewhere between
10000 and 15000 interrupts per second. At that level, the interrupt
load is shared across all cores, and if the interrupt driver is asked
to do a lot of work, you might see a slowdown without an application
being responsible for the slowdown.

Running Proc Explorer

Looked in Help and around a bit but cannot find where to get interrupt
count displayed.

Where is it hiding ?

The Process Explorer has interrupts, but they
only show in terms of the Delayed Procedure Calls and
the percentage of CPU they use. This is suitable as

Another way to do it, is with the built-in...

Start : Run : perfmon.msc

Add Counters, see "Processor" subsection, "Interrupts" is at
the bottom. The graph properties also has a scale you can set,
and for my SmokeParticle demo on the graphics card (to make
some interrupts), the scale of "200" leaves room for max 20000 interrupts.

While the SmokeParticles.exe demo runs, the graphics card
generated approximately 8000 interrupts per second.
