Up through Seamonkey-2.53.16, for both Windows x86 (US English) and
Windows x64 (US English), the Vertical Tabs add-on worked perfectly.
But then, beginning with 2.53.17 (and through 2.53.18.1), no matter what
I try, it's as if Vertical Tabs is not installed at all. Yet I have
found no one else reporting such a problem. Anyone have any clues as to
where I might start debugging?

(Actually same has happened with the Session Manager add-on, but one at
a time....)

The add-on was forked and is still being developed for current FF

First try a late version such as 0.8.5.2. For some reason there seem to
be different releases for Linux/macOS/Windows. I was able to download
the Linux version and briefly review the classic add-on JS (it has an
embedded Web Extensions version too) using the Classic Add-ons Archive
here <https://github.com/JustOff/ca-archive/> (an add-on itself).

The SM release notes and the developers' meeting notes list some add-on
APIs and obsolete JS constructs that have been removed in recent versions.
