Composer *ALMOST* acts as desired.

The desired procedure will be creating a list [bulleted or numbered].
Then add descriptive text below some headings *WITHOUT* extraneous blank
lines. My use a "blank line" is semantically significant!

E.G. I wish to create a numbered list with Heading1 thru Heading6 and
later add descriptive text to some headings as below.> 1. Heading1
> xxxxxxxxxx
> cccccccccccccc
> 2. Heading2
> 3. Heading3
> ggggggggggggggggggggg
>
> 4. Heading4
> hhh
> 5. Heading5
> 6. Heading6

NOTE - the blank line above Heading4 is intentional.
I have very little HTML background. Can it do what I described? How?

I made a simple list using Markdown and exporting to HTML.

However nowadays the hack with non-breaking space to add the line space
after #2 is deprecated in favour of giving its <li> a class (or id) and
styling the class with CSS to have extra space after it.

Do you mean that the entries are also HTML headings, as in <H1> through
<H6>? Or "HeadingN" here just means it's the Nth bullet list entry?

Regarding the line breaks, is shift+return / shift+enter what you're
looking for (both for descriptive text and for intentionally blank
lines)?

My html editor of choice is Composer and it can't handle CSS so I don't
use it. In that case I'd have replaced the &nbsp; with a second <br>.
I have tried other html editors in the past, but they seemed to be
abandoned by their developers as fast as I discovered them.

For this problem you need a different tool. LibreOffice is a free suite
of tools, one of which is LibreOffice Writer. It includes numerous
outline and listing options and will probably be of more use to you than
learning HTML and CSS.
