I never saw it happen with eternal-september, but blocknews recently
moved their data to a new server(s), and many of the article numbers for
cola and clc (and most likely all groups) were reused.

Previously cola started at 2 and was sequential (up to 1625376 afaik).

Now they start at 899518 and show big gaps in the numbering. Requesting
1000 articles starting from the beginning (899518) only returns 30.
Meaning that between 899518 and 900518, literally 970 article numbers
are consumed. The support person didn't know why. It may be blocks of
spam, and they assign article numbers first, THEN reject the post.

I hate gaps in my IDs.
