I am running Kubuntu 18.04 lts and it's about time to upgrade
to a more recent release, like 20.04 or later. So I typed in
the command, but I get a lot of complaints and an abort:

~> sudo do-release-upgrade

IME yoiu have about a 50/50 chance of a major version upgrade working

These are the relevant errors. They tell you that some text in
the focal.tar.gz package contains a character that cannot be
translated to ASCII, which breaks DistUpgradeViewText.py

It is not evident why DistUpgradeViewText.py is trying to translate a
string into ASCII. However, it is likely that it tries to do this because
the locale it is working under specifies ASCII.

I can't guarantee anything, as there's precious little information in
your post to work from, but... follow Pancho's advice, and change your
locale to use some encoding other than ASCII, then try the command again

Use the internal Upgrade-Process of Kubuntu.

For me that looks like a fault in the do-release-upgrade packages or in
the file focal.tar.gz itself. It needs more investigation, e.g. in a
live system.
If it still occurs, open a bug report on launchpad.net.

Run
sudo apt update && sudo apt upgrade
then reboot.

After that, replace all "bionic" in /etc/apt/sources.list and all files
in /etc/apt/sources.list.d/ with "focal" (without quotation marks).

Then run
sudo apt update && sudo apt upgrade
again.

Or one could just Google (ascii DistUpgradeViewText) and find the

Are you sure that you're running a 64 bit kernel?

18.04 was the last release suporting 32 bit kernels.

To check, run from console:
getconf LONG_BIT

That is a normal way to do it - the default for Debian.
I did it many times - without any problems.

I ran into problems twice. After the upgrade it hung in the display
manager login screen without being able to choose to log in. Only the
mouse pointer was moving. IIRC it also wouldn't let me login from a TTY.

Anyway, I still see this as an option. Because otherwise you have an
outdated installation (accumulating bugs over time). If lucky, the
upgrade works. If not, install something fresh.

Sometimes it works and sometimes it doesn't

I tried to incrementally upgrade from Mint17 to Mint 20 in 'easy stages'
but halfway along something broke, and I ended up with a clean install
and spending the time recreating the environment instead

Upgrade problems are more likely if you use the Plasma DE, IMO. The
Friendly Folks at KDE have a habit of re-arranging where settings are
found and changing defaults to what *they* think you *ought* to want,
instead of letting you keep your own decisions.

I got curious and set up a test.

I had a virtual machine (on VMWare) containing
Kubuntu 18.04.6 LTS 64 bits.

I made a copy of it and did the following:

1. Ensured that the release is up-to-date
sudo apt update
sudo apt full-upgrade -y
(reboot)
sudo apt autoremove -y
sudo apt autoclean

2. Upgraded the release answering the defaults to questions
sudo do-release-upgrade
(after a couple of hours, reboot)
sudo apt autoremove -y
sudo apt autoclean

Now there is Kubuntu 20.04.6 LTS 64 bit in the machine.

3. Upgraded release again
sudo do-release-upgrade
(after a couple of hours, reboot)
sudo apt autoremove -y
sudo apt autoclean

Now there is a good Kubuntu 22.04.2 LTS in the machine.

I strongly suspect that db is attempting to upgrade a
32 bit system, which does not apply.
