From the «HP, you're next» department:

Title: Canon makes 'all-in-one' printers that refuse to scan when out of ink,
lawsuit claims
Author: Katyanna Quach
Date: Mon, 18 Oct 2021 20:15:48 -0400
Link: https://go.theregister.com/feed/www.theregister.com/2021/10/19/canon_lawsuit_ink/

We can't wait to see the logic gymnastics needed to justify this

Canon USA has been accused of forcing customers to buy ink cartridges when they
only want to scan and fax documents using the manufacturer's so-called
All-In-One multi-function printers.…

Yes, nearly all color printers add them.

https://en.wikipedia.org/wiki/Machine_Identification_Code

The wikipedia page states: "Xerox developed the machine identification
code 'to assuage fears that their color copiers could be used to
counterfeit bills'".
