The best way to think about this is "Yes, you can cancel an article".
But what effect that act will have on the rest of the world is unknown and
not up to you; it is up to the rest of the world.

Much like "If I state that the moon is made of green cheese, then later
recant that statement, the rest of the world may or may not now believe
that I no longer believe that about the moon".
