Have you done apt update first?

Yes, I did apt update && apt upgrade before.

I just installed postgresql as a test on stretch and it worked fine.

Was it a vm ? If yes, could you put the image somewhere to download ?

Does postgresql-common possibly require a real (or appearing to be
real) hostname setup on the server?

I wouldn't know why, but even so, the vm had a real looking hostname.

I just installed on the vm that I have (which I believe is the same
images running def2). This is the vm I made available for download a
while back.

It seems to have worked fine:

i have tried a lot of things now, including a dist upgrade to buster, but the error remains.
guess it must have something to do with services not restarting due insufficient space on a tmpfs. do you have the same error messages during updates, and if not, could you post the output of df .-h (the tmpfs /run/user/1000 part) ?
For my vm, this is 12M. I would guess that this is to low, I just don't know where to change this setting.

I'm not sure, I'm guessing systemd took control of that (no, I'm not a systemd hater, just realize a lot of things moved that direction).

Anyway, maybe an fstab entry would override?

alright, i increased  RuntimeDirectorySize=
in /etc/systemd/logind.conf to 100M, which reduced the number of error messages, and then did
mount -o remount,size=100M /run
to increase also the size of /run, and that took care of the rest, postgresql is installed.
That was a long way for a small step...thanks for your help.
