In a real-world example, I ran up against a limit on the number of
nested \input commands (about a dozen). Is that a hard limit?

Usualy, the limit is 15. It isn(t hard-coded, it's specified in texmf.cnf

[...]
nest_size = 500 % simultaneous semantic levels (e.g., groups)
max_in_open = 15 % simultaneous input files and error insertions,
% also applies to MetaPost
param_size = 10000 % simultaneous macro parameters, also applies to
[...]

You have to modifiy this value in a personnal texmf.cnf file (don't
modify the texmf.cnf where max_in_open = 15 is written).

All operating systems have a limit to the number of concurrently open
files. Many systems let you reconfigure this. I believe for Unix-based
systems, which includes GNU/Linux and Apple Mac OS X, the upper bound is
2^{63}-1 (the limit of a 64-bit integer) but it is typically set by
default much lower per process, like 1024. In normal circumstances the
limit of concurrently open files is not something that a conventional
user will ever run into. I've only had to consider it once in 40+ years
in IT.

I'm using traditional latex, not pdflatex.

I also couldn't find texmf.cnf. Maybe it's called something else on
VMS, or my distribution is too old.

in texlive it is in xxx:\texlive\2021\texmf-dist\web2c and in the
derived xxx:\texlive\2021

In recent TeX Distributions latex is really pdflatex but using pdftex's dvi
mode.

If you use VMS, you can be sure that your TeX installation is very out
of date.

In some sense it is. On the other hand, it probably COULD have updated.
Whenever I need something newer, I get it from CTAN.
