Is there an elegant way to add a note to the beginning of a bibliography
produced by BibTeX?

Does anyone know if there is a \beginthebibliographyhook that does this?
If not, it's something to consider for the future.
If not, the environment could be changed to add it.

Presumably that is all I need. In particular...

....I can just have my normal \bibliography command.

The memoir class has a \prebibhook, which by default does nothing, macro
that is called after the bibliography title and before the entries. Use
it like this:
\renewcommand{\prebibhook}{A note about the bibliography}

There is also a similar \oostbibhook that is called at the end of the
entries.
